You may do as many internships as you like so long as the combined duration of your time abroad does not exceed 36 months. For instance, this means that Matt can do two 18-month internships, or six 6-month internships, or three 12-month internships - whatever combination of internships so long as the combined duration of his internships does not exceed 36 months!
